Mr. Burke has established several firms focusing on multi-dimensional solutions to achieve strategic objectives, developing processes to validate trades of various proposed operational and system architectures to maximize operational capability in a fiscally constrained environment. He provided Large Scale Systems Engineering and Investment Strategy consulting services to the Department of the Navy Acquisition Executive as a founding member of his Chief Engineer's staff, the Naval Network Warfare Command Requirements and Assessments Director and the Joint Forces Command Interoperability and Integration Director.


Mr. Burke was instrumental in the development of Department of the Navy processes to adapt to Capability Based Acquisition, including Architecture Based Analysis, Resource Prioritization, and Family of Systems Engineering, Test and Evaluation for Weapons, Platforms, Combat Systems and integrated C4ISR solutions. He served as a lead Mission Engineer for the development of Navy and Marine Corps Unmanned Systems in the Air, Ground, Surface and Undersea domains.

 

Mr. Burke is a retired Naval Officer with extensive experience in Nuclear Propulsion and Joint Network Centric operations prosecuting Air Campaigns, including Attack and Time Sensitive Target Strike operations in support of Ballistic Missile Defense. His service in the Navy spanned from enlisting as a Nuclear Machinist's Mate aboard submarines to Carrier Battle Group Air Defense Commander operations. As an officer, he served on various Guided Missile Cruisers in the Engineering, Operations, Weapons and Combat Systems Departments. He has extensive operational experience in Integrated Air Defense Systems, including employment of Ballistic Missile Defense technologies, Strike Operations using Cruise Missile, Air Wing and Surface Fires, and Network Centric operations. His operational reach includes missions in the Persian Gulf, Far East, Northern Europe, Atlantic and Mediterranean Seas.


Mr. Burke graduated at the top of his class in enlisted and officer Nuclear Power Training, earned his Bachelor of Science in Engineering with Honors from the U.S. Naval Academy and his Masters in International Public Policy, Strategic Studies, from the Paul H. Nitze School of Advanced International Studies, (SAIS) at the Johns Hopkins University.
